Ordered the 75025 Jedi Defender... Bought just for parts, as I want to be able to build actual MOC. Got Revan and the free poster, and completed with some Junior sets (not for me) and PaB parts to build my Whitefang.

I'd say that, even if there are smaller units with or without connections between them, the whole build has to fit the size restrictions. For exemple if you have two 16x8 plates with a 2 studs gap between them, the whole size is 18x16, so too big for the 16x16 category.

If it's only a pair of minifig arms and if it's not an important part of your build, I think it should be ok. But if someone complains about it, be warned that your entry may end up disqualified...
