Why technic set don’t have official lego designer video to introduce the set now? Even a (18+) set…..

Depends on the model I guess. Sometimes the designers really have a strong feeling for the model 42100, 42115, ... so they push these sets. I guess the 42131 will get the same treatment before release.

I think this might be correct. This year's tow truck especially got lots of praise, well here on Eurobricks at least, so they wanted to show it off.

I understand Kossman did the tow truck, and I don't think the same designer works on two separate models (at least not at large/flagship scale) in the same year.

As far as I concerned, there is no longer designer video for Technic set since 2018.

Only commercial video.

If I not wrong, the very last designer video for technic is 42070.
