Red guard was formed by Palpatin prior and during the Clone wars from ranks of Senat guards (blue guard) as elit unit to protect him, later they became the Emperor's Royal Guard. I was re-watching attack of the clones and revange of the sith, to get some inspiration and idea what to build next (since my big hangar project is finished and need some small mocs and vigs for exhibition on 13.02.) - AND saw Red Guards standing in Palpatins office! Wookipedia gave explanation why are they in the movies...so basicly they are 100% in the place.
