You can try to reach out to DixieLUG in Atlanta. Are you part of any group like a church? That could also be a place to drum up members. People may know people and all that social network stuff. -

Best bet is perhaps to save your money until such a time you can buy a hundred (or a thousand) of the same battle packs at the same time. Or accept there are slight differences in your army and/or group them into different units or squads. That is what I did for my batches of different CITY town construction workers. They work for different companies.

Are you still in school? You could try starting an after school club there. The school may provide a room to meet. I don't recommend inviting complete strangers into your home. If you only want hardcode members, the easy thing might be to find them and invite them personally. A public invitation may net you a lot of people who might think they are hardcore but may not meet your expectations or criteria. If you're under 18, you may need a member in the club who can legally and willing to sign for things like a library room rental and stuff like that. -

You could probably use second hand Duplo to raise the layout. It might be less costly than all bricks and plates.

BrickLink and BrickOwl depends on the sellers like eBay. You'll have to properly vet them. I prefer to use the Pick A Brick wall first if the part is available there. I try to use local BL sellers for small amounts for local pickups to avoid shipping charges which could end up more than the pieces. I would some times use PAB online when there is double VIP points and free shipping for large quantities.
