While the war is raging in Soalon, countries have largely turned a blind eye to the troubles going on around them. Criminal Empires have been able to grow and flourish as attention is averted elsewhere. 

Throughout the globe, there are buildings that sit among cities and neighborhoods alike. Some in hiding and some in plain site.

Often times, the buildings have two separate operations going on.

The first is a shipping and distribution service for certain "goods"....

The second part of the operation is the accounting of profits for said "goods".....

Every once in a while, there are those who stand to disrupt these operations.

Until more of them do, this problem will continue to spiral out of control and ruin more lives.

This is a prequel to the next phase of the game, I suppose. I deduce, also, that criminal activities will be an integral part of the new gameplay. Who knows, maybe intelligence agencies around the world will play an important part in the new phase, I'm looking forward to some "Black Ops", I'll have to prepare properly at this point
