City and Speed Champions are minifig scales - minifig-height and minifig-width.

True minifig scale would require car to be out of proportions - low but wide - exactly like minifigs are.

But it shouldn't be wider than 6 studs? Otherwise, it won't be suitable for city roads :) And if it's too low, the figurine won't fit inside :)

I mean looking at width of figure 8 studs seems perfect - you can fit two figures side by side and if needed (in theory) you can can squeeze three figures on back seat (6 wide seat + 1 stud on each side).

In terms of width, yes.
I also liked it when the SC series switched to the 8-stud width—the cars looked better, but that width meant a slight increase in height, which towered further and further above the figurine. :)
