Just speculating here, but the link shaft should ideally be as stiff as possible while still being not too thick for easy moulding and using less plastic, and cruciform shape for cross section fulfils these goals better than octagon or circular shape. As for being exactly like axles in shape - that's probably just a familiarity thing. Quote

It looks like this might be designed to complement that earlier piece, looks like they'd fit together seamlessly, so you could use the earlier version if you needed an central axle hole combined with this newer one for a more seamless dome on the front. The transparent color these new ones come in also makes me wonder if these could work as headlight covers on any sort of model. Quote

The 'new' variant has a different feel to it and should really be a different mould type in Bricklink, imho. It can be interconnected with the old parts but the color and feel don't match too well. I found 10% of my 500 link treads being a different quality, Bricklink store are sure the parts are genuine Lego. Made a short about it: Quote
