He then slid off the worn Counterstrike Gloves, handing them to Fabian for an additional 40 gold, and instead bought a Tricorne for 120, crumpling it up and stuffing it under his far more exquisite hat. He then strode off to Anwyl's, having the dwarf temper the Robust Shield for an extra two shield power at the cost of 230 gold, leaving him with 55. Now even more armored, the regulator returned to the hall.

Yeah, but it's not that Rogues can afford gobs of them that's the problem, it's that too many used at once unbalances battles.

Heroes having a lot of consumables isn't the problem. It's that when stacked on top of one another it makes balancing battles much more difficult.

A 'nice break' to Docken would be an opportunity to use his Bedroll, which he can't do in the middle of battle.

That's irrelevant if it would be better this way. Re-balancing stuff has changed a ton of stuff that was never intended to work as it does now. You're thinking too far ahead as in what a hero could apply these effects to. The point is that Transcended is not an active threat, while a Lucky enemy or hero most certainly is.
