Look around in the forums that talk about themes you enjoy (for me, it's mostly Star Wars and Historic); jumping into the conversations isn't too hard either. At least, that's how I got started; just joining in on the speculation in future sets, etc, etc.

A Minas Morgul or Cirith Ungol UCS seems a little hard to do; it didn't get major screen time compared to other locations (we only saw the exterior and Stairs, respectively).

That could be possible if we ever get a Meduseld set.

I wouldn't say Uruk-hai army would be categorized as a 'battle pack' in the way TLG thinks of it as shown with their Star Wars sets; however I think if we get a 3rd wave they could do a similar thing with Gondorian soldiers and Orcs set in Osgiliath. From my point of view Uruk-hai Army was just a step in emphasizing minifigure importance and detail in recent sets to boost popularity and therefore sales.

I'm going to disagree with you on the premise that there are still enough ideas left for a 3rd wave (although I don't know if it can last after that). The abundance of ideas in this thread speaks to that.
