  3. It does seem a little gamey. In reality, all properties over parity should get the next modifier, so that it cannot be gamed. Right now, apparently, there is an advantage to hold back one type of property to avoid the next level. But that might not be an easy fix, but should probably be on our list of wishes.
  4. Cool story and nice vignette! Good to see a more permanent presence in Port Raleigh. But be careful... If you don't watch, you may end with a mayorship on your hands one day! ;)
  5. I honestly think this is a misconception. You may have this impression, but I really do not think it is as bad as you think. Could we do more for pirates in terms of options? Sure, but the same can be said for any aspect of the game. I am looking forward to hearing more of Capt Wolf's ideas for secret coves and smuggling, but I am not sure what is currently missing for piracy to work. Hence, it is also very hard to do anything. The black flag mechanic is something built specifically to allow piratical activity without reflecting on your faction, and bar a few misunderstandings, it seems to me to be working. One issue is that black flag pirates seem to continue to go into ports where piracy is not welcome. And face similar fates as when non-pirate ships have "visited" Bastion. Can we have some suggestions for what pirates should be able to do outside the current options? What rules are inhibiting for pirates? (Keep in mind that raiding is being reviewed by the court as we speak.)

  7. I think it should be flagged everywhere possible, including in the KPA. Not whether the order was given, but when it is actually activated. A private note would be a good thing, but perhaps showing it in the KPA (with a tagged name) would be sufficient?

  9. In the dark of night, several boats are landing on a secluded beach near Lavalette on the Olean colony of Stéphanique. Some are carrying men, others are carrying barrels and guns. The men carry themselves like soldiers, but are not wearing any national uniforms, and an OIean officer has been sent to receive them. "Bonsoir, Monsieur. All boats have landed successfully, and we are ready to get started. Have you designated the building sites?" one of the men starts with a sharp military salute to the officer and a bluntness (and accent...) typical of Corlanders. "Bonsoir, sir" the Olean officer replies with an Olean salute. "Oui, we have prepared the sites. And we are most 'appy with your swift arrival. We are in quite a pickle 'ere, I think you call it?.." "Indeed. Show the way" the foreigner said with a bow. "I am pleased we can work towards a common goal..." Part Two here.
  10. @Drunknok Super - it may be a bit pedantic, but as you say yourself, this is *not* a tax. It represents events happening in the unruly port of ML. Corrington does not (currently) levy any taxes on visiting its ports, and we are planning on it staying that way. For my owns ships already there, I will stay exempt from the tax for this round, mainly by administrative reasons. :)

In the current case of the Palmetto, it could have been an MRCA build explaining that the attack was the result of a misunderstanding, handing the Palmetto back, and add a pm or ooc note to say that there was an error and that you would like the black flag removed. Anything that explains why the black flag is no longer applicable and which satisfies the afflicted parties. :) @Captain Genaro is the right one to answer this.
  12. As Genaro has explained, the SR ships that originally attacked Prio are marked black flag too, as they committed piracy and was very clearly caught in the act. (Sailing into the sake port as the rest of the fleet they attacked). Ships caught in committing piratical attacks (without legitimate justification like war or a LoM) will be considered black flag ships going forward, unless something is actively done to remove it again. So a ship can fly the black flag either as a choice by the player, or as a result of its actions. In this case, the sea rat ships attacked by Prio were flying the black flag due to their actions. I am not saying this system is perfect, and it is fairly new for us all, but that is how it works, to ensure that piracy can exist without reflecting on the faction, and that anti piracy can exist without attacking peaceful traders. You can send requests for contact to any of the members of the court, who will then forward it to the NPC Nation Committee. :) The current committee is Captain Genaro (OL), Capt Wolf (ESL), dr_spock (SR), and myself.
  13. This would have been a misunderstanding, then. All we (thought we) did was to resolve the issue of a pirate ship and its prize using a Corlander port. By letting it slip out unnoticed, we did not have to detain it and hence have diplomatic issues with the SR over a form mishap. As we told you OOC, we did not wish to be involved in that, as we had too many other projects on our plate. However, at no point in that story did the Palmetto become a lawful prize. You simply managed to sneak our the spoils of your piracy from under our guns. You still had a ship actually belonging to Prio and made no overtures to correct that. That is why Prio saw it as an aggressive act. And have reacted on that. Unless I am missing something, that makes perfect sense. Consider that Npc's are only re-actors, so do not expect them to take a lot of initiative in relations. We try to make them react to protect their interest, and respond to player input in a way consistent with that. So if you reach out to Prio, they will likely respond. They never sought war, but had their ships attacked. And hence had to react.

Well, you did sail into a Corlander port. :) When unlawful prizes of formerly Corlander ships are sailed into neutral ports, we too react by contacting the port rather than the criminals/pirates that attacked us. We have done what we can to make Prio react reasonably, like a player controlled nation might have done in the same situation, based on the information available to us. If all this Prio war is just a question of OOC misunderstandings on a form and you would prefer to close it, I suggest bringing that up with leadership. As far as we are concerned, the attacks have seemed premeditated, and that is the basis we have worked on, not knowing that that was not the case. (or at least missing it - there is a lot to keep track of) What Prio has seen from the sea Rats is an ultimatum. Pay or lose your ships. An ultimatum had been sent back and have not met with any reply, which has led to an escalation of the conflict with Prio acting on its ultimatum. That said, who says this conflict cannot be deescalated? There may still be ways of negotiation a solution. But Prio has acted on the available information, nothing more. No one is trying to chastise anyone. In fact, we thought we played along with the storyline you have been creating. :) At least until the discussion took up pace here. So I am not sure where we stand now. If it is an OOC misunderstanding, do you guys want to settle it quietly? If it is not, do you feel that Prio has overreacted when in fact Prio did exactly as promised in their ultimatum? And if so, contact them. After all, the mrca hasn't had a turn yet, so there is no harm done. :)
  15. Does anybody, as of now, feel that there is any part of the black flag rules they do not understand clearly?/unanswered questions? I want to make sure we don't have any loose ends here, and questions can easily be lost in the debacle :)
  16. It has been pms, open letters, any form of contact, really. Depends on what you want to do. You contact whoever represents the interest whoever your represent want to do diplomacy with. Can be factions, players, tc's, settlements, etc.
  17. I do not think any game master has intentionally been giving this impression. Of course, you will have to take the consequences, just like Prio, Maestro, and everyone else will of all their actions. That is the nature of the game. We (the NPC committee) try to make the NPC nations take reasonable reactions to PC actions. As CG said, let us know if what happens is unreasonable. But do not expect a humongous warfleet coming out of nowhere, nor unknown settlements with 10 Royal fortresses popping out. As we have said above we are trying to be reasonable :) But Alexport is the capital of a new nation that has won its independence from Mardier, so do expect some defences and troops. And there might be other NPC reactions to Maestro's support... NPC nations and actors have interests too ;)
  18. Bart, you are welcome to try to change it :) But consider our side of it. We tried several times in the past. It has not worked. We have stopped trying and have had no indication of change. So I am not saying it is impossible, but just that there is a reason we are not rushing to your side. And what else to base our position on but history? So go ahead - make the sea Rats an active player on the diplomatic scene! I would love nothing more :)
  19. Bart. The sea Rats are welcome to issue LoMs too. NPC nations are not accurately reflected in the account sheets and builds, not having any players attached, but I assure you, we are taking balance into consideration here, and will invent no crazy changes out of nowhere. The Maestro response is a player driven one, not a gm driven one, and hence perfectly reasonable. The sea Rats can seek out friends and allies too, but you might suffer from never really having done much to make any friends. At least, Corrington's efforts in the past have been in vain, being utterly scorned since Jacob Nion disappeared in the middle of talks with Montoya. Since then, everything has been rejected. That said, we as game masters will do what we can to balance out the game so that everyone can enjoy the game, and Maestro's actions may garner a response. Of course, we will not neutralise player input completely, but we may balance them out.
  20. As I read it, you have selected to inspect the forts and do as the huntress has asked. However, your men in Westface stays? Does that mean they will continue the adventure there, or that they break off and sail from there next turn (in the tMRCA)? And you have not (yet) decided to go into supporting one of the i al factions. Let me know if I have read any of this wrong. :) @Captain Genaro

  23. Nothing is undefeatable, but the larger ships will typically win. However in some cases extraordinary results will happen (look at the latest Ironsides vs Sea Rats encounter). So never think yourself undefeatable... ;)
  24. Aha! Montoya and Baker has (almost) been spotted once more! (and Montoya seems to have gotten his hair in order! ;)) I like the ridge and the vantage point. The background up top is a little bland, though, but the use of green baseplates is a good compromise. If you had some leaves or similar, you could perhaps have given the illusion of deeper jungle behind. Young Lawliett appears to be a harsh man! I wish him the best of luck in his endeavours on the island.
  25. They should have a serial number for idenyification, but we may have forgotten it. I think we will fix this coming up. For now, just disregard it. :)
