For example, TC3 must have image of all part used in entry(Even it is max 200 and unlike we talked previous it count track piece as Individual.) and TC9 is A plus B model contest. TC3 has 57 entry and TC9 has 17 entry. So I think it doesn't matter.

No. It is not GBC ball. Maybe size will similar but has stud size hole on bottom. Simple module like stepper will be safe to use but complex module will have problem.

That part is not normal GBC ball. It has stud size hole on bottom for fit on minifig's hand or can work as minifig's head part.

I think microcontroller for just speed control is to much. Simple version will be useful. If you make control center's PF or PU version microcontroller will be essential. And add some stud or axle/pin hole on dial will be useful too.

I recently found out while building something that the PU L motor has much better specs than the PF L motor in every aspect except price and size.

There may be a problem with the pump. The older pump in the first image had a defect that caused air to leak from the bottom connection, so it was replaced with the pump in the second image.
