Not necessarily, it's usually indicated as a Passive Special. The idea is that a mob is more threatening at the beginning generally via a Free Hit, but get's weaker as their numbers decrease. CMP has used a few mobs that don't include that passive special in 129.

Skrall popped open a mead and downed it while strolling over to Sandman and indicating the water. "Seen anything like 'em before?" The ogre removed one of his lightning bombs and tying it via some twine to a bone tossed the contraption a good dozen yards to the port side seeing if any of the ship's pursuers would break off. -
"I believe I'm all set." Nur approaches the sound of hammers and anvils, the smell of soot and the heat from furnaces greet him as he enters Fodmin's. "Brave soul coming in here, after Odmin's." A dwarf with wild hair approached Nur. "Hello, hello, hello! I'm sure yer here for a sword, ya look like ya could use a good blade, my dark-skinned fellow. I'd recommend a falchion for ya, or maybe a scimitar, or perhaps a cutlass, why not all three!"

Unfortunately I could see it definitely becoming overpowered, one of the best parts of being a knight class is you have a defensive piece of equipment that you can easily upgrade. You give that to other classes or you give knights two of those, you're going to see a lot of the enemies having to compensate for really high defenses.

Banishment seems a little much for such a great beast, wouldn't surprise me if he wasn't out for revenge. You speak of towns that are loyal, are there those that are not?
