It would make sense. The two officially shown sets have a Black Batman with a Black Batarang, and a yellow (and purple) Batgirl with a yellow batarang.

LEGO does solid white, yellow handed minifigures for stand-ins for both Toy Fairs and catalogs which is why this makes it more credible, imo

Well, it has a Batman cowl, and the backpack juts up too high for her ponytail, so I'd say it's a safe bet that it's Batman.
