I never expected a ringwraith in the Set anyways, and not another Horse besides Gandalfs either. In this case though it hasn´t anything to do with Lego not wanting to include it, but rather that it doesn´t really fit in there, there are plenty of other Sets where it would fit better. Quote

That doesn’t mean it wouldn’t make sense to include them, lego does that all the time if characters are in close enough proximity. By that logic, Barad-dûr shouldn’t have come with Frodo and Sam. Also the Ringwraiths do go all the way to Bagshot Row in the book. But since the sets are strictly movie based, I digress Quote

Plus two of them originally appeared in Weathertop, and the new version was available in online PAB aside from the hood. I've still got my original nine (well, 10 as I have a spare) but have mixed up the torsos now too, and once the hood becomes cheap, I'll mix some of those in too. So with 2 diferent capes, two different torsos and two differnt hoods, that is enough for eight different Ringwraiths. And the Witch King can keep wearing his knock-off aliexpress headgear until LEGO do an official helmet. Quote

Set development time, unique sticker sheets, etc. Any resources spent on brickheadz are resources not spent elsewhere (maybe that wouldn't have been a different LotR set, but it COULD have been). Whether this effect is substantial or playing any role in not getting playsets is certainly debatable. But it absolutely takes up Lego R&D resources no matter how you split it. Quote

It's a separate department. Should we just strip away their whole budget just because three people on eurobricks don't like them? The LoTR brickheadz have like three prints per set it's not that big of a deal. They're cute sets and clearly are doing well if they have been around for nearly a decade at this point. Quote
