I said earlier that I had a plan to introduce brown minifigures to my town as well but still I have not done any BL purchases. Your MOC reminds me again that I should progress with my plan. My only concession to the civil war is the tank, rusting because I wanted to point that the war had finished a long time ago... (and also because I found it interresting to build ). It looks very good - I've been to Dar-Es-Salaam on the African east cost and it depends what area of the city your in - the older town centres bustle now and then (generally rush hour), but are actually generally empty except near main roads...so you've done a very good job.
