If I had to guess it's probably like the linkages you'd find on smaller Technic sets where it's just a bar attached to "wheel hubs" moving left right (42203 most modern example I think). There's plenty of ways to connect System and Technic and they are integrating Technic features into City, like this year's Bulldozer. Quote
