The theme is objectively in a much worse state than it used to be. The only pre-modern era year for this theme that was this bad IIRC was 2007 back when it was just batman.

This would not be what's holding them back. I'm sure that if anything, given the superheroes design team statements, they're chomping at the bit to have that batman budget drain on their marvel theme shifted to icons.

As for the movie part, even superman didn't get a direct adaption. We've now had an MCU movie (and one of the only recent good ones, too) skipped entirely. I absolutely would not put it past them to ignore ANY DC movie.

You're (painfully) correct. We had so much hope for a renaissance in the theme 9 months ago, how much these things change. 

Since the Batcave playset turned into a display Batmobile I fear what the 'Arkham Asylum' really is.

I doubt it will change from arkham.
I think realistically it will be a modular set similar to X Mansion or Sactum, have 12 figures, 4 of which are reused, 3 are pursits, and most of the other new ones have the same jumpsuit with a new face print.
But I hope they don't use jumpsuits. really hope we get a figure list soon, other D2CS have, like the black pearl.

I also hope they don't give the villains jumpsuits. Its boring compared to the characters having unique costumes. If they need to cut corners for the budget I'd rather they skip leg printing and get creative with the existing face and torso prints they have.
