Looks good to me, too. But let me play the devil's advocate for a moment (a job that I'm used to ). I think that things will be extremely hard to balance with so many artifacts. What happens when we have Expert Class heroes that are permanently lucky, immune to slowed, weakened, and fragile effects, and counterstrike? Etc. etc... And what about new QMs who have to learn the rules inside and out? Adding all of these variables will make things hard to understand and balance. I guess you could say that the new QMs should host for low level players, but that severely limits the number of people that QM can host for. Right now, for example, a new QM would host for a few level 1s. Once that QM understood the rules a little better, then the people that they first hosted for would be at the level appropriate for the quest master. The same people (QMs and players) would be together for a long time.
Does this make sense or am I just rambling here?
