Did this minifig hair ever exist in real life?

In the instructions for the Snack Bar (#675), this sharp-dressed fellow has hair that I have never seen on an actual minifig. Bricklink's inventory for this set shows standard old-school male minifig hair. Was this hair ever made? Was it a prototype? I've also seen this hair in black on the box & instructions for Bus Station (#379).

Yes, It's a never realised piece. It was used only for the set's pictures. I remeber seeing a thread where Gary Istok was talking about this.

Great post and find - I've never seen the pic. I love this hairpiece and have plenty in black and one or two in red (The White one continues to elude me). Seeing this brown one - I also instantly thought it was just a carefully clipped pigtails piece.

There must be an alternate lego universe somewhere where all the men have these giant bouffants - would love to see something like this in the CMF line.
