The fact that Bigbird didn't leak with the others makes me think he won't a minifigure
I think he will be a special single mold. Similar to the special bodies they did in the Trolls theme
I think new molds will be introduced only if they are needed for licensing reasons
You can't make the Sesame St or the Winnie the Pooh sets without new head molds. Even if the original project didn't feature them.
I don't think something like a goat mold like will be introduced with the Ideas budget. They'll probably replace it with a pig or a dog

So, the only series that can be described as obvious is Series 21
As for a Sesame St CMF.... I think it would damage the sales of the Ideas sets, because it would be pretty much the same characters.
So, I'd say at least a year after the Ideas set is released something like that could happen

They have revealed DC sets months in advance
Not so long ago, they revealed a couple of the sets at the SDCC that were released 5 months later (Jan 1st)

The Batwing shouldn't be a problem here
Honestly, having a set like the 89 Batwing coming so soon, and not revealing it during this event sounds silly to me
Before even guessing, we shall see first what the hell they are going to do with Sesame Street and Winnie the Pooh regarding the new molds needed for both sets
But I wonder if there is a max of sets that can be approved at once from a single review. I'd be surprised if we get more than 4
