Pirate Ship is an enemy ship. Emphasis on enemy. Council of Elrond even has the Eye in it. Also, I know Helms Deep isn't a Fellowship set but you have to admit the whole wave was focused on the Fellowship.- 7,499 replies

I think the box art represents the wave. The 1st wave had the Ring because it was focused on the Fellowship. The 2nd had the Eye because it was about villains. I'm guessing the 3rd will be about Gondor.- 7,499 replies
