For a beginner, get 9398. It will give you a large supply of what you need. -
@Jim and @Milan, Hopefully not too off topic of technic, After the 42083 Bugatti is revealed, will the Porsche background be replaced? Maybe you could have a vote on which set could maybe put there, get people in on it. Just had a thought and you may approve. And maybe other members may chime their opinions?

Yes, if you research, you will find most cars never get 1:1. They are around 1:1.9 or so. They produce so much power, it is unessesary. If you need a gearbox, I recommend a 2 speed.
