Klaue is the main villain of the movie. So higher chance of him than every villain in the movie. We didn't get Ego because he was a giant plot twist and spoiler and Zemo because they wanted to do heroes war. But there were plans of including him in Airport Battle previously.

2 sets for Black Panther in January, then 6 Infinity War in March, not April, and probably 2 sets for Ant-Man and The Wasp in May or June. We don't know who is the main villain, but probably it's The Ghost. We don't know anything about Bill Foster and even is he going to be Goliath, it's just speculation. Also a main villain can be Sonny Burch. As for now, we only know about one villain, The Ghost.

But winter sets for The Last Jedi?

I think it wouldn't make sense if Ant-Man was included, because he will come 3 months after Infinity War sets. Ant-Man is confirmed for Infinity War. Ant-Man & The Wasp will happen after Civil War before Infinity War. Black Panther is very important for Infinity War, Chadwick Boseman said it in an interview. So I think they will include him.

Because in Trailer from SDCC Tony wasn't using it, but someone else.
