She does. Otherwise the movie would be false advertising. And yes, Ackar can sit at the top while Mata-nui keeps watch at the side.

This is one awesome vehicle. It is one of my 2 favorites, besides Cendox V1. Just wish this thing was a bit cheaper, though...
