Yes, very new. It looks very useful. They have had useful/wanted parts in other sets before being in Technic before. Might see it in Technic sets this fall or 1st half 2015.

Yes, this part is brand new, I was the person that added it to BL actually :classic:. I actually found it in this Chima Speedorz set (of all places!) which I bought a few weeks ago, but I don't know if this appears in any of the summer Technic sets yet. I guess time will tell. Hope this helps!

Just found this on bricklink

Technic, Pin with Friction Ridges Lengthwise and Pin Hole

15100

seem's new

You posted the reason why this indeed IS new in your link to Bricklink.

BL says it's only included to one set released 2014 - well, then it is 99,99% new.

Bricklink is fairly accurate in these issues.

Good find!

Nice Find, and very useful part. Frictionless pin would have been more useful since it can either spin or have more bricks added so that it doesn't spin.

Also frictionless pins let you put bars, flex cables and other things inside of the pin hole, frictionless pins have a rectangular hole inside the pin.

One of my 48889's has pins that feel frictionless but it still looks like a frictional pin
