I'm in the process of building the Lumibricks Cyberpunk Police HQ in Studio, so that I can have a full part inventory for MOC planning. (The set is ok, but I think the pieces have a lot more potential than how they were used.)

Lumibricks has quite a few parts that LEGO doesn't have. I've been using placeholder submodules so far, but it's getting a little cumbersome. If someone else has already modeled these parts I'd love to use them; otherwise, I'm thinking about trying to make the pieces myself.

It's been decades since I tried to create a piece in the LDraw format. Is that the route I should try to take, or should I try to use the piece designer in Studio?

For uploads we are very limited here at EB. I would recommend to host any content "elsewhere" - and I am not really happy about giving that answer... *sigh

For the Format: I would believe the LDraw format is still the most used format. Studio is also making use of LDraw, but having custom connections to be created on top of an element(or by their Studio team created CaD elements not coming from the LDraw library).

So I would believe LDraw may still be the best choice - but there will be people who can better help with giving better answer than I can for that topic.

The only general issue I see for any alt brand CAD designs (independent of the format): Is there any place to persist them? I believe plenty of people may have created parts already which may be out of the scope of TLG or LDraw...

One thing which may be an idea: Hosting a git repository, as this would allow people to participate and build up a catalogue of files - so in the end it would get s.th. similar like LDraw..

Can you believe that Brickshelf is still up and running?

Here's the 1x2 with studs on both sides I managed to make in part designer.

As you can see, I didn't take the time to inset the interior of the plate. For my purposes, it doesn't matter.

I would like to see an LDRAW library for 3rd party "LEGO" parts indeed

That round 1x1 thing already existed in LEGO as a subpart for this: 
The middle is half a plate thick, and the studs are slightly shorter than normal, so if you add a normal stud and this, it still fits perfectly inside of a minifig utensil ring.

It also accepts a bar all the way thru, it has the subpart ID of 6230s01 and is a subpart of 6230
