If you have shown some pictures of the build after the contest started, it's not a big deal. Only if you are using an existing MOC to enter the contest.

Would it be ok to take a former failed project, and rework it into a tracked vehicle, or does it need to be a fresh concept/idea? The whole structure would be remade and both propulsion and scale would have to be changed, but a few mechanical ideas would be reused... Basically it would be a completely new vehicle based on a former failed design.

If this is not clear I also have a second idea, but not sure I got the time.

Reusing some parts is something that probably happens more often. As long as it’s not an exact copy of an existing model, you’ll be fine. I will let the members be the judge of that.

Yes, i think this is acceptable. Because in my tracked outback dumpers. I used 42055 bogie design and i modified them to match to my needs:).

Thanks for the replays. I'll start on this today. A WIP tread should be up within a few days. Hopefully I can have it finished before the end om July :)

It has been a while since I took a part in a contest, yet I cannot recall seeing a discussion about such matter.

As I would like to understand this (at least for me) new voting rule, I have tried searching the forum as well as manually scrolling through some pages.

Could someone please explain it a bit more / tell me which thread should I focus on a little more next time?

You don't need to pay extra attention. Every contestant of the contest can give his/her own creation maximum points, instead of not allowing to vote for oneself. In that case it would be better not to vote at all. 

Of course contestants can still strategically give "lesser" entries more points, but we cannot avoid that. In the end the best entries usually win anyway.
