Sure It would consist of a pirate ship taking on a poor imperial ship. Both ship would be aside and the pirates would jump on board and do their thing. This set would include at least 10 minifigs, treasure, a lot of hooks to board the ship... Pardon my lack of pirate vocabulary ;)

BTW mister_phes, I just found a little website quite nice about pirates: http://www.piratesinfo.com/ It has some nice background history and a short bibliography of famous pirates - Enjoy (its not much but I think its a good start to piracy)

To aswer your question, you NEED a Falcon, how could you possibly builad a rebel base without a Falcon?? The design is just great (much much better than the first one). Anyway, you'll have all the time in the world to buy ROTS sets later on.
