You are at a good start here. I'd suggest taking the blue bricks off the water and put some trans clear cheeseslopes on top and arrange them to be like waves. Trans clear 1x1 round plates also gives a nice wave / bubble effect. Good luck!

After a while i did get it, it sort of puzzled me. Though it is pretty clever, i have to say i like Micah's better. Perhaps if there is a way to make the hair go down instead of up it would look better, it looks like a spiked helmet a bit now. Micah's also gives the idea of arms and a dress wich i really like. Just my 2 cents...
