Yes, I've made so many of those in the past 6 months. They are for sale on Rocky Mountain Minifigs as an individual accessory and also included with the British and French soldier figures there!

Nice troop display! The hockey ring base works well for this type of MOCs, and the details of the soldiers themselves (faces, modified hats, etc) are very nice!
