Quick Glance: Corlanders are the best navigators, tend to have smaller, faster warships, and have a small colonial presence. They hold knowledge and order important, and guide everyday rule and expansion with the principles of the scientific method. Corrington is eager to accept new members, especially traders, craftsmen, privateers, naval officers, seamen, agriculturalists, scientists, and entrepreneurs.

If you like rum, but are more of the sort that likes to get paid rather than rob people at sea, join Corrington! Corlanders tend to put science before superstition, and look to further their navigational knowledge of the world. If you are a grand navigator, join Corrington!

1. Leadership

Queen Annetta -- Every Corlander would die for Queen Annette, the heart of the empire. Because she has yet to find an equal mate, the Queen is the most popular person in the realm by far – suitors come from around the world to attempt to woo her. At 25, she is rich from the taxation on trade throughout the empire, and she is loved enough to have her own personal army – The Queen’s Guard. This unit is considered to be the crack troops of the empire, and all important campaigns include at least a company of these soldiers.

As minister of the Colonies, he oversees the administrative aspects of expansion. A hard-nosed old sea buzzard who looks to please his niece (the Queen) by expanding trading policies in the New World. Although he sometimes wishes he was still a naval commander, he often turns to diplomacy to avoid major conflict. This is not to say that he doesn’t crush a rebellion or two, every once in a while. Technically, the Minister of the Colonies is the overseer of the Conquered Isles as well.

As the Minister of the Excequer, Viscount Pennington must find the money to pay for everything the Empire attempts. The Colonial Minister and the VIceroy are always asking for more armies, more fortifications, more... well, just about everything. It takes a shrewd sense of business to keep the Empire in the black, especially without a major sugar colony to pour gold into the Empire's coffers.

The Parliaments:

Three generations ago the monarchy instituted a new reform – representative government. Although the Queen is popular, she does not rule over the kingdom with absolute power. She shares it with a House of Representatives, Noble Parliament, and the Parliament of Scientist. The House of Representatives are elected by tax-paying citizens, the Noble Parliament is elected by their peers, and the Scientist Parliament is appointed by the House of Representatives from a limited pool of scientists chosen by the Queen. All four branches of government have an equal share in all parts of the government except for the Queen’s personal army.

2. Landscape.

Corrington has two administrative sections.

The Mainland / Mother Country
The mainland is mostly rolling hills with a small mountain chain running down the middle of the country. It is the northernmost country in Eastern Halos, and the winters in the North are often unbearable to many outsiders. Most of the freeholders grow potatoes, wheat, or cabbage, and raise livestock. Cows and pigs are plentiful, and the countryside is dotted with many small hamlets. However, the cities are bustling places that never sleep. The cities are well planned, kept clean, and order is maintained at all times. The largest city, and capital of the empire is Bellson. Bellson is home to one of the world’s foremost universities: Archeon College, the premier navigation school of the known world. Many other science fraternities and explorers clubs call the capital home. The public buildings within Bellson are immense in size, and command respect from even the greatest architect. Careful study of city planning, public function, and defense is second nature to a Corlander bureaucrat, noble, or adventurer.

The Colonies
The Colonies Administrative division oversees both The Conquered Isles, Tiberia, and any future colonies.
The Conquered Isles were once four different countries, three of which were island nations; Belondia, Peppin, Myrph, and the Isle of Tam. However, all of these countries sided with Oleon in a series of conflicts over the last 200 years. The final territory was gained in the 49 Years War, the last major uprising and war with Oleon. Upon defeating Oleon, the last of the isles were taken to safeguard navigation routes into the Great Northern Ocean. Although now integrated into the culture of Corriginton, the Isles were once a rebellious people, and the source of many civil wars. Still separatists attempt to raise trouble so far away from the capital.

Corrington’s farthest and only colony in the Sea of Storms is Tiberia. Its provincial capital is Arlinsport, named after Queen Annetta’s father, King Arlin II. Arlinsport is known for its robust defenses and deep harbor, but it is the only such port on all of Tiberia. The majority of the island is still not tamed by Corlanders, but the island is already home to a makeshift rum industry, thanks to sugar smuggling from LeBellan to the south. The national drink of Corrington has become rum quite quickly. Some traces of gold have been found on Tiberia, but not enough to be a fully functional mining economy. Because it is one of the only Sea of Storms islands that lie outside of the warm temperate zone, it cannot grow cash crops. This means that Arlinsport is mostly a stopover for merchants going to the richer, foreign ports to the south. Although Arlinsport resembles a normal, orderly Corlander city, most of the settlements on the island are makeshift in their permanency, and thus come in all different shapes and sizes.

Corlanders tend to build in British Caribbean style. Wood houses, wood forts, and plantations. They are diversified in their interests, but mostly agricultural due to lack of finding valuable materials. Their port cities have stone fortifications, but they are likely to extract from the land as much lumber or materials and move on. For this reason, there are few permanent Corrington settlements in New Terra. They are considered economic opportunists. Many of the science fraternities are interested in what the New World has to offer, so new expeditions with a scientific premise are leaving for Terraversa, and New Terra, often. Most Corlanders have little desire to deal with natives.

4. History and Culture:

Brief: Life is dominated by the concept of order. Science is valued, and has led to the best sea charts (also secret) in the world. The Queen is the most important person - she has a private army. There are four branches of government, one of which is elected. Least powerful of the colonial powers, but looking to expand trade opportunities.

Detailed: The Corlanders are a people who pride themselves on civilization and class above anything else. They look to further their lot in life through trade, and believe that order is more important than might, although they are not shy about utilizing might to establish order. The Royal Army wears Red, but auxiliary units and private armies of this nation have been known to wear all sorts of different uniforms. Their building style tends to be mostly Western European, and the capital is considered one of the most orderly and planned cities in the world (in fact they tore down the original capital 300 years ago to install a new grid system that the city followed.)

Colanders like to stick to a schedule, and this translates to their sea lives as well. As excellent navigators, they have charted and timed most of the sea routes, calculating averages for every point of the year. Corrigton’s merchant marine is one of the best organized in the world, and it is said that their secret charts keep them always “on time” when trading. Beyond charts, Corlanders believe that science will help them establish further order, so there are many universities and “science fraternities” throughout Corrington. Science has also helped them develop better guns, but with these guns comes some sacrifices. For this reason, their ships tend to be less armed, but faster than their main rival: Oleon.

Corrington is the weakest of the colonial powers. It has one major island in the “East Seas” and no colonial possessions in the Old World beyond the small conquered isles. They will use privateers when it suits them, and their lucrative trading in the empire and in the old world lends them some business savvy.

Corrington and Oleon have constantly fought wars since their founding in 106AE. Some were as long as a century, others were a few months. The constant warfare has militarized both societies. The last major war was the 49 Years War. Ending in 590AE, that war was won by Corrington. (Although it lost to Oleon in the 8 month Juniper War just seven years ago). The 49 Years War secured the Isle of Tam, the last of the rebellious Conquered Isles, but cost the kingdom much of its treasure. For this reason, the people of Corrington have been taxed heavily over the last 25 years. Finally, as a present to her people on her 25th birthday, Queen Annetta has lowered the tax rate back to the traditional level. 6. Colonies

Corrington is lenient in its discovery policy. Any citizen of Corrington may discover land in the name of Queen Annetta. This territory will belong to her majesty, but the discoverer will have a chance to name the new territory and will be rewarded in some way for adding to her dominion.

Single Founding Charters (SFC): Those wishing to found settlements on her majesty's land should apply for a founder's charter in this thread. The petition should state the island and the coordinate for the new settlement. Currently the Queen would like to see no more than four major settlements on each new island discovered for her domain, but depending on size of island this may vary. The reason for this is that she does not want all of her willing colonists to flood one or two islands when there must be so many more out there to discover. Exceptions may vary, and a well presented proposal may sway the opinion of her majesty's government. Any citizen of Corrington may own property in a SFC colony.

Joint Stock Companies (JSC): Those companies wishing to form a company to colonize an island may present a proposal to do so. A JSC is awarded a section of territory, often a whole island to do with as they see fit. They will pay a dividend to the crown, however. That rate is set through negotiation. The petition and plans for the JSC should be posted in this thread as well. Unless specified in the charter, any citizen of Corrington may own property in a JSC settlement, but the hinterland (mines and plantations) are at the discretion of the Joint Stock Company that founded the colony.

Similarly, once in a while, in recognition of great service to the empire a Viceroy of an island colony may be named. That person will act in the name of the Queen in all maters, and has the sole right to delegate settlements on the island they are Viceroy of.

A founder of a settlement within the territory will be recognized as a major stakeholder in the new colony. Most of the time this means that the founder will receive a written mandate as mayor or governor of the new settlement.

At the present, colonies are not additionally taxed. Depending on the nation's war status, this may change in times of need.

Miscellaneous Laws of Corrington.

TRADE:
Statute II of the Treaty of Granoleon (608 AE) All Corrington ports are open to Oleander trade.
Queen’s Decree of 610AE – All Corrington ports are open to all nations of the world.

DISCOVERY:
Queen’s Decree of 615AE – 10 Gold medals will be struck in honor of any citizen who completes a voyage of discovery. (EGS award = 5DBs from the Corrington coffers)

PIRACY:
Statute of 501AE – Piracy is defined as robbery or unsanctioned attack of ships at sea. All convicted pirates shall be hung by the neck until dead.

PRIVATEERING:
Statute of 501AE – No Corlander may be commissioned in any military capacity of the nation of Oleon. The punishment for this is imprisonment and a fine on top of any other punishments for any other crimes that may have been committed while sailing / fighting for Oleon.

Minister of the Colonies

The Corlander colonies have, for administrative and strategic purposes, been grouped in enclaves under a colonial governor. Both military and civilian responsibilities fall under the colonial governors, who report directly to the Minister of the Colonies. They will command Royal Navy and Royal Army assets, and coordinate defense and expeditions, within their region. Additional ressources will be assigned to enclaves on a case to case basis. (I.e. the enclaves have no separate budget)

Mayors and Commanders within the enclaves maintain sovereignty and responsibility over their own settlement, but will report to the governor, who will coordinate military and civilian efforts. Some settlements are not part of an enclave, and functions independently.

The colonies are currently organised as detailed below, and as new islands are added to the crown, they will be added to the current enclaves, a new enclave established, or established as independent settlements. Over time, the organisation will be adjusted as needed.

FAQ's:

Note: Much of this information is scattered throughout the Economic Game System rules. However, the parts relevant to Eslandola have been collected here for easier reference, and several other bits of information have been added. Also, not all questions deal solely with the EGS.

1. What are Science Fraternities (SF)? Can I have my own?
A Science Fraternity is a group of people who work towards furthering certain scientific goals. Although not present at launch right now there are a few big SFs in Corrington. The Academy, The Order of Peace, The Navigation Library, The Naturalists’ Union, and the Royal Society of Scientific Discovery are major players in the advancement of knowledge in the empire. Please be patient until these are launched, and if you do not like any of these SFs, and want to create your own with a new mission, you can always petition to do so.

2. Do I have to participate in the Economic Game System to participate in an SF?
Absolutely not. Although some of the SFs do give benefits in this system.

3. I want my own colony! How can I create one legally?
In Corrington all settlements must be chartered with the government.
We currently have three types of charters:

Once you have been approved for a certain location you or your group will have to make a map and create a settlement thread.

4. I have a really cool colony name, but I don't want to step on anyone else's toes by using it - what is the right protocol to follow for naming a colony?

Corrington is lenient in its discovery policy. Any citizen of Corrington may discover land in the name of Queen Annetta. This territory will belong to her majesty, but the discoverer will have a chance to name the new territory if they are the sole discoverer and will be rewarded in some way for adding to her dominion. Territories that have multiple discoverers will be decided by the government from a list of proposed names by the responsible explorers. This may or may not include a vote by all good standing citizens. Settlement names are agreed on in the charter for the settlement (most names will be accepted, unless offensive or too repetitive of other territory names already established).

5. I don't like Corrington’s dumb colony rules, but I like everything else. Is there a way to get around this, or do I just have to join the Sea Rats?
Well... you didn't hear this from me, but you can create a squatter colony. That's illegal, of course, and you could be brought to court (see below for more information on how that works in Corrington). Another disadvantage is that you will have no navy protection, and traders might be leery about visiting an illegal colony.

6. I'd like to participate in founding a colony with a charter, but I don't want to be part of the Economic Game System. Can I?
Yes, in fact all legal colonies in Corrington, despite being part of the EGS or not, need to be registered and chartered with the Government.

7. I'm tired of all this Economic Game System nonsense. I've posted my sig-fig and included a bit of a back story and am eager to get building. What should I do next?
Just start building! There's no need to participate in the Economic Game System - and if you want to later, you can join up then. Look over some of the first page MOCs or read up on the lore to get inspired! And then show the other factions what Eslandola can do!

8. There seem to be lots of restrictions as to what can go where in the Economic Game System. I've chosen not to participate in the EGS; do I have to worry about these restrictions?
Nope! You're quite welcome to build whatever wherever as long as you are considerate of other players and any story lines they may have in operation. However, if you build in another faction's territory, you may be forced out through either resolution or leadership.
A word of advice though – Corrington is a very orderly place. If you decide to place a settlement or property without getting permission from the government, there is risk that the nation will not protect your investments as strongly as if permissions were granted.

9. I don't understand the EGS right now, but I'm afraid that if I start building right away without joining it, I'll lose out in the future. How can I avoid that?
Although people starting right away will inevitably be ahead of those who start later, there are very few advantages to the extra Doubloons the early birds will have. They'll be able to register more licenses faster, but that's about it. You will still have a good shot at success even if you don't choose to participate in the EGS until further down the road. What's more, you can grandfather any BoBS build that's less than six months old into the EGS by buying it a license.

10. I want to participate in the Economic Game System really bad, but I'm not sure where to start. Everything seems to cost Doubloons and I don't have any! What to do?
Here's the best way to start: create a sig fig and post it; that's 25 DBs. Make your first two free builds (10 DBs each). Your first vessel license is free, so go ahead and build that. Your first small property license is free, so you've got an open door there too. Participate in the MRCA (see more about that here). Then, just keep free building and posting to continue to earn DBs throughout the month.

11. I've been thinking about doing -insert illegal activity here-. What are the risks connected with that? What apparatus does Corrington have to bring me to justice?
Corrington operates on the principle, innocent until proven guilty. So Corrington leaders will not be poking noses around trying to find no-nos. That said, other members have the right to report any violations of EGS and/or Corrington rules that they can find. By committing an infraction, you agree to not be angry at anyone for bringing you to trial. Period. That's a risk you take and the responsibility is on you. Obviously, activities that infringe upon the rights of another player fall into a different category, as do any violations of EB Terms of Service. Those will be dealt with quickly and fairly.

12. I just noticed that another member is -insert illegal activity here-. I feel that this activity directly concerns me. What should I do?
Bring it to court! If the infraction is really serious, then you should probably start by talking to a few of the faction leaders. If it's just a small in-game blooper, then play it out. In Corrington hearings will take place quarterly, so report violations at those times (January, May, July, October). A judge, one of the faction leaders or appointed by the government, will either accept of decline to take the case after hearing the preliminary evidence. If the judge accepts the case, then the plaintiff should create a MOC. For this type of crime, one which directly concerns you, the plaintiff, you are required to build a Trial MOC of some sort, this could include the witness on the stand, the courtroom, maybe a flashback to when evidence was discovered, but something about the trial. You brought the suit to court, it is your responsibility to create a MOC to establish legitimacy of the suit. Finally, the case, in most situations, will be decided by a jury – either appointed, the mass of Corrington’s members, or a general poll for EB members.

13. I just noticed that another member is -insert illegal activity here-. This activity doesn't concern me directly. What do I do?
If you notice a legal infraction within the EGS, you are welcome to report it. These sorts of infractions would include squatting on Corrington land, failing to pay taxes, or failing to build that MOC from the last court session (see immediately below). Of course, if the other member's violation of the rules has been unwitting, opportunity will be given for him/her to correct his/her error. In Corrington hearings will take place quarterly, so report violations at those times (January, May, July, October). A judge, one of the faction leaders or appointed by the government, will either accept of decline to take the case after hearing the preliminary evidence. If the judge accepts the case, then the plaintiff should create a MOC. You, the plaintiff, are required to build at least one MOC relating to the trial, should the case be brought to court. Finally, the case, in most situations, will be decided by a jury – either appointed, the mass of Corrington’s members, or a general poll for EB members.


14. What kind of court system does Eslandola posses?
In Corrington a judge, one of the faction leaders or appointed by the government, will either accept of decline to take the case after hearing the preliminary evidence. The case will most likely be decided by a jury which is selected by the faction leaders. It can also end up as a vote amongst members, or even the whole of the EB body. IF the trial is completely contained within one Viceroyalty, then the Viceroy will set the terms of the trial. All Corlanders are entitled to trial by their peers.

> A note about Corrington’s court system: Be nice. Don't abuse the system. Don't go around looking for problems. Don't report because someone else has reported you. We highly recommend that you speak to the person you intend to bring to court first and be sure that he/she is not going to be offended.

15. We seem to have a lot of ranks and positions, how do I get one?
Unlike those uncivilized Eslandolans, we like to order our society. And now, as a member of our nation, you too can have a rank! Although we are not launching with the ranking system in place, in the next month or two you will see the different hierarchies in Corlander society and the requirements to achieve them. There will be opportunities to get into the Parliaments, into Science Fraternities, and to gain rank in the Army and Navy. Just be a little patient!

16. Wow! So much to do, can I be in everything?
Well, yes and no. You can be a part of each system. If you achieve a major rank within the parliament, you really can only have one of those at a time. They also will carry a small stipend to pay you for your services. However, because the BoBS system lets you have side characters that are related to your character, you can actually earn multiple rankings. Whereas only one of your characters can have a high minister position, you can complete the tasks to get into the Noble Parliament, the House of Representatives, and the Science Parliament – you just need to represent each position with a different figure. Likewise, you might want to be an admiral and a general, that doesn’t really make sense with just your sigfig, but you can do it with side characters that are related to your sigfig. Essentially, you will do all the tasks for as many different types of positions as you want, and you can achieve almost anything!
17. I seem to have read something about taxes. That scared me. Should I go join the Sea Rats instead?
No need! It is true that each of the nations has a flat 20% rate off property and trade runs, but this does not come out of your pocket. If you earn say 100 DB, you receive the full 100 DB and Corrington also receives 20 DB. This base tax will never come out of your pocket, but if it were ever to be raised, then the raise would come out of your pocket. Don't be alarmed, however; Corrington’s leadership will likely put any tax increase to vote amongst the parliaments. There will most likely always be discussion when these kind of proposals take place.

18. I've built a lot and waited patiently, but nothing seems to be happening to my income. Did I do something wrong?
Every build for the EGS must be submitted via the webform. If you missed this vital step, your build will not earn you DBs.

19. I want to arrange a trading company, settlement expedition, voyage, duel, etc., with a few other members. How can I talk to them privately without giving away my plans to everyone?
Use the PM (Personal Messenger) function. Depending on the amount of posts you have made on EuroBricks, you will be able to PM from 1-5 other members. If you want to speak to more members than you are able to PM, contact a faction leader and he will set up the conversation for you (or get someone else to).

20. So and so said that Eslandola was the only cool faction and Corlanders were just a lot of intellectual elitists, that like to sail toy boats in bathtubs . What should I say?
Tell him that Corrington is the only cool faction and the Dolies are just a bunch of green loving, slow-sailing, brainless bumblers that still haven’t figured out that money is not the same as experience when conquering the world. Seriously, he was probably just throwing around a bit of trash-talk. Take it in the light-hearted spirit it was written in and come up with a witty response! Always try to interpret other people's posts in their most favorable light. It never does any good to walk around reading in offenses. If you have a serious problem, contact a faction leader.

As Viceroy of the Colonies, Oxley is a military man. He is born of noble blood, and his father was a famous knight. He has a personal vendetta against Oleon, after his father was killed in the 49 Years war against Oleon. He has aspirations to be a great explorer and conquer new lands in the name of Corrington, and seeks to drive Oleon from New Terra. It was no surprise that the Queen and the Noble Parliament named Oxley the Viceroy and Overall Military Commander of the Colonies. He is the fist of the empire. Currently the Viceroy has stepped away from his duties, but holds a household back in Belson, and is on leave from his duties.

Army Resources (Requires update)

Like naval resources, each imperial faction has one regiment that they may use in any of the islands in the Sea of Storms. Regiments can be divided up to add more protection. Royal Troops (those controlled as a faction, as those listed below) can be stationed on ships to add to their crew value, but only on ships owned by the government. Right now, we only have one colony, Arlinsport, so we will station the regiment there. Again, this isn't our only army in the New World, it is just the faction controlled army that participates in the MRCA and EGS.

There are more complicated rules for builders owning military units that can be used in the MCRA, those will be released to the public later. For the next few MCRAs ships will not be able to have augmented crews.

Admiral Jones "Admirable", is an experienced, weathered man of action with sailing, navigating, and close-combat skills. He is extremely focused of keeping everything under his command in order and does not hesitate to punish if requirements are not met. However, he has a heart for his men and does not risk placing them in danger, and he would even die for them, which is why they call him "Admirable".

Colonel Sir Braham Devine, Viscount Feverstone, KT, and GC pledges his endless allegiance to Queen Annetta.

Pictured here in his seldom-worn dress uniform, Colonel Devine has come to Tiberia in his role as the commanding officer of the Second Field Intelligence Group (SFIG), specifically with the mission of organizing the Imperial Native Auxiliary from the natives of Tiberia, and recruiting agents who can report on activities in the other islands in the Sea of Storms.

Bram is rather an accidental aristocrat, receiving the title of Viscount Feverstone after the death of his elder brother Richard 20 years ago. As a second son, he had originally intended to pursue a career as a surveyor; however, at the age of fifteen, his father purchased him a commission in the Fifth Dragoons. Braham served with distinction during the closing campaigns of the 49 Years War, where he received the Gallantry Cross for his actions at the battle of Jacob's Ford. His troop of dragoons held key high ground against successive attacks of Oleander infantry until the Corrington artillery could be placed there, turning the tide of the battle. His troop suffered 88 percent casualties, and Devine himself was wounded in the thigh by an Olean bayonet.

During the Juniper War, Devine was serving in the Corlander diplomatic mission to Varcoast, and was unable to participate directly in the fighting, though he did persuade Varcoast to threaten an invasion of Olean, helping end the war before it was a total military disaster.

Following the Juniper War, Braham was among several field officers who criticized the lack of coordination of intelligence, citing it as a leading cause of the Corlander military defeats. This criticism led to the creation of the Reconnaissance Corps. Braham was quickly reassigned to this new Corps, and placed in command of a field intelligence group--a company sized collection of officers from different disciplines who are often assigned sensitive tasks. Since the officers almost always work alone or in pairs, the whole group is seldom in one place.

Now in his early forties, the Colonel is a handsome devil, a fair hand with a sword, accomplished horseman, talented pianist/harpsichordist, and sometime natural philosopher. Society columns in the newspapers list the Viscount Feverstone as one of the Empire's "Most Suitable Bachelors," and the Arlinsport newspapers have proclaimed him the "Most Eligible Gentleman in Tiberia." The income from the Feverstone estate makes Braham a fairly wealthy man--but the day to day running of the estate he leaves to his brother's widow, Beatriz. He has expressed interest in starting a sugar plantation in Tiberia, but his day-to-day duties with the SFIG have prevented him from pursuing that goal. Additionally, his native contacts have told him about islands full of strange and wonderful spices to the south...
