This is a quesion somewhat answere din EU. For one, Palps is stealing money for his secret army when he swaps to the Empire. Also, the fact the Republic spanning thousand of worlds is part of the reason they can't fund a war- which, mind you, isn't really small.

I actually don't think there's an in-universe answer... though there's several aprodys of that.
