From what I've discovered about becoming a master builder at Legoland California education is far less important than skill with bricks. I'm not sure about the enrty process now, but from what I was told you're put in a room with a few other applicants and each person is given a small amount of Legos to work with. As for what is done with the small amount of Legos, I'm not sure. If I had to guess I would say whoever builds the most impressive MOC out of the parts moves on to more skill challenges.
However, this is just about Legoland, the Lego company might have a completely different set of rules for hiring new employees. I'll try to find some more info on this, I doubt the complete entry steps are a secret for the parks, we'll have to see when it comes to the company.
