Design: 8 out of 10. I feel that an ATV is a bit overkill for a robber with just a wheelbarrow.
Build: 6 out of 10. It is quite short, but what do you expect for an $7 set?
Playability: 9 out of 10. You can have the cop arrest the robber or drive around the ATV trying to find the robber in your town. Though for an adult there isn't that much to it.
Figures: 10 out of 10. The cop is nicely detailed and the new print for the robber isn't bad either. I do think that LEGO should make at least one wave where the robbers or criminals are dressed in civilian clothes. Not every criminal just escaped from prison.
Parts: 5 out of 10. The wheelbarrow and crowbar are nice but other than those there isn't much interesting in the set. There are 5 1x1 round tiles in the set if you include spares.
Value: 5 out of 10. The set isn't too overpriced if you think about the semi-new wheelbarrow and all new prints. Plus no stickers!
Overall: 43 out of 60, or 7.2 out of 10
Conclusion: This is a great set to get a good amount of generic figs for a decent price.
