Sabé was the only one to wear the queen's gowns in Episode I. Cordé was Padmé's bodyguard in Episode II. Cordé died on the landing pad on Corascant when Padmé's shuttle blew up.

It is a very important scene, so likely it will have all the Minifigs. Besides, We have Tiin's headpiece, so he just needs a new print. We have Fisto's head, so no need to do anything. We have brown heads for Windu, so just a new print. We have Koth/Kolar's headpiece, so just a new print. JSF Anakin can have a new head print. Palpatine would be easy. We will get all the characters from that scene. Yoda was not in that scene. Hair-tie?

I don't think they will. There are more children in City than will be Hobbits in LotR, so if they had cared/could they would have already.

How about using 1x1 plates on the feet of characters that need to tower over others. (Chewie, Vader)
