    Marketplace besides an Imperial facility. Might be odd, but works very well, since the Empire doesn't care much about the small, dirty traders. As you can see there are some weapons for sale, a bounty hunter capturing his victim, and a slave is being sold, and the Stormtroopers don't even look that way. Other than these highly illegal activities you can see economy happening as a mechanic is repairing a speeder in his garage, some tools are being sold. The traders are getting their stuff from the pile behind them, that they put together from the things they found on the streets and elsewhere.
