What are best methods to modify minifig pieces?

So I'm looking for the best ways to:

-"dye" armor and helmet pieces

-draw on small details

-modify pieces without damaging them too much

-best item to color parts

-best item to actually modify parts

As an example, I'm looking to make almost a replica of this

The question is quite general. I use a dremel, sandpaper, scalpel, superglue, revell paints, citadel paints. A bit less common maybe are the use of airbrush fingernail templates and warhammer decals. Also useful is masking tape and very thin tape used for making the water line on ship models.

A lot of it is trial and error.

Some of those are quite expensive, like the Dremel. Are those paints good enough so they won't get scratched and and such? Also, if I can't get them, what are some good paints I can get at just about every arts and craft store?

If the Citadel Base paints work as well as people say, I may pick some up. Can they only be bought online though?

In Germany, big toy stores often have citadel paints in their Warhammer section. I dont know where you are located though. Also Games workshop has some Special stores in big cities. Maybe their website has some sort of store locator.

I live in the United States but I'll still take a look.

And this stuff is almost near impossible to come off of LEGO parts?

I wouldnt be so sure. Most customs are not being made for being played with, only for normal handling. I think games workshop recommends sealing painted figs with a clear finish. This might give more durability.

Also keep in mind that Lego figs have moveable parts such as joints. Citadel figs dont. I think its not possible to paint at the Joints.

The fig you posted above would have some problems where the hands hold the Gun. The hand will most likely scrape off the paint of the gun handle when it is inserted repeatedly. So dont paint where the hands Put pressure on the Gun.

I'm not going to paint the gun too much considering I can get the BrickArms PPSH in Gunmetal which is fairly close to the base color of the gun in the picture above.
