That should be "Black Tire Technic Racing Large with 'MICHELIN' White Pattern", Eurobricks didn't like my long title.

Anyway, is the 'Michelin' pattern on both sides of the tire or only on one side? I tried googling but to no avail. Bricklink only shows one side (I think),
