Assistance in Pet Shop 10218 Inventory

Gentlemen,

I just acquired a Pet Shop 10218 box with a bunch of sealed bags inside the box.

The box came from a thrift store and I am trying to find out how many separate bags should have been in the box originally to determine if it is complete or not before gifting it to my son.

Right now I have 17 bags and 2 green base plates. Is that all I should have?
