if you look at the wheel that it is part of, Wheel 60 x 34, with Black Tire 60 x 34 Balloon Offset Tread

it is a two part rim and this ring joins the two parts together, so I would guess at it being hard plastic.

Ferraro Enzo (8653) and Ferrari 599 (8145) have medium (56mm x 34mm) Technic racing wheels with 68.8 x 36 ZR tires.

There are three other types of tires that can fit the same wheels as shown on the Bricklink catalog page.

Ferrari F1 (8674) and Williams F1 (8461) have large (62.4mm x 46mm) Technic racing wheels.

Ferrari F1 has Michelin tires and Williams F1 has unmarked tires of the same size which only fit these wheels. There is also a Technic Racing labeled version of the same tire from set 8458. The extremely large all terrain Lego tires from sets 8466 and 8457 also fits these wheels.

8448 have a unique set of tires and wheels (32196/32197) which are incompatible with any other Lego tire/wheel AFAIK.

*update* i am not using the Tyre support ring i am using the chain connections to fill in the dip in the rim middle so the Tyre doesn't compress as far down since this is a race-car it don't need super soft Tyre strength just medium or hard.

i don't think the track elements will fit either because the rim is 48mm wide and the track elements are 50mm

can somebody tell me if they fit inside the rim groove
