The builder and author can be found at the 'Meet the Governor' link at the bottom right of the page. This is a very cool sight with a funny story and good mocs. Yea it seems he might have moved on from building, but who knows? One thing though, I have seen his creations online on brickshelf, but they where on Mr. Dulin's page. You could see the Hms Agamemnon from Port Block with Mr. Dulin's ships. I believe they were having a meeting of some sort. Isn't Mr. Dulin a member on this forum. I believe I remember seeing him. I have a feeling that the creator might have paid for a 5 or 10 or whatever year web hosting fee, then forgot about the website when he decided not to use Lego anymore.
