But what about programs? By the way, the local content (like mentioned programs) is downloaded in chosen language version, so keeping it all seems to be rather hard...

I've succesfully restored the downloaded content for the Windows app. I'll provide instructions on how to do this with the files that I will upload at some point.

I've uploaded the build instructions here: https://www.brickshelf.com/cgi-bin/gallery.php?i=6780575. The build instructions in the app are actually a video and each frame is a "page" of the instructions. I've had to process the video into a PDF document and make them look presentable. Let me know if you see any issues.
