Help with the Caribbean clipper

I am currently building the caribbean clipper and am very confused where the 2 blue 1x4 plates are meant to go. does anyone else here know?

Those two don't seem to be in the inventory at least not on BL

pretty sure he means piece 3710 , which indeed is listed in the BL inventory as being present twice.

they go on the bottom of the mast on the front of the ship, as seen in the instructions here, at step 4
