My guess is that they skip Whisky Peak and fold characters from those into the other sets. Spoiler tagged speculation for characters:

I really hope we get some standard Marines in this wave. The Marine Ship seems like a given to include them. I was really bummed that Koby and Helmeppo had CADET ruining the re-use of their torsos.

I think this is a pretty tight list, but I can't imagine Smoker and his bike won't be in the Loguetown build. I really hope they do Alvida but I'd expect probably Luffy/Smoker/Zoro honestly. I think you're right about Whiskey Peak, and I hope they do move Mr. 5 and ms Monday elsewhere. It would be cool if they went back and did a wave with Morgan, Alvida, and Kuro, maybe even Krieg.

Are you thinking a Laboon build? Definitely that set will have Miss Wednesday but I'm not sure about any of the others. Mr. 9 and Crocus would be great because we'll never see them again otherwise. I kind of doubt we'll see Hireluk, and honestly I think it would be cooler if they did figs for the various Chopper forms instead.

 

Without knowing what will happen in S2 that wasn't from the manga/anime, I think the only ships we really see are Hina's. I don't recall Smoker's ship at all honestly, and since the Garp actor said his role is limited in S2, I kind of hope Koby and Helmeppo move under Smoker. It would be cool to get Garp's ship with the dog figurehead instead of a generic marine ship though, so long as there are a handful of npc marines.

I hope all five arcs get represented in the wave, but that's gonna be tricky when Drum Island already has two out of the six sets dedicated to it  Minifig-wise, the only ones that are guaranteed to appear are Chopper and Wapol, but I hope for as many as possible! The first wave did a great job with that, honoring the missing pirate minifigs on the wanted posters at least. Fingers crossed they'll do it again!

Finally some set names:

• 75644 Giants of Elbaf (shouldn’t it be spelled Elbaph?) ($70)
• 75643 Tony Tony Chopper ($70)
• 75646 Garp’s ship ($170)

Interesting they went for Garp’s ship specifically. Makes sense though, with the iconic dog figurehead ^^ Hopefully it still comes with some S2 minifigs! 

Glad to see Dorry and Brogy getting their own set!

75645 is likely Drum Island Castle.

That leaves 75641 and 75642, I'd guess one is based on Reverse Mountain. Loguetown would make the most sense for the other, but they could roll the figures from that into Garp's Ship so perhaps it's Whisky Peak.

I'd guess it'd have to feature some S2 figures, otherwise it simply hasn't got a lot going for it.

Probably: Garp (Repeat), Helmeppo (Repeat), Koby (Repeat), Bogard, Smoker, Tashigi, Buggy (Repeat) and a Marine Soldier.

They could maybe include Mihawk again because he showed up on the ship briefly and characters like Nezumi are also possible.

Interested to see how they do them at that pricing. I'm guessing they'll be handled similar to 76289's Surtur (245 pieces) as opposed to full-on constraction figures. Then maybe the Tokudai Candle Service Set with the remaining pieces.

I think they‘ll want to keep some of the minifigs exclusive to the Baratie, so Mihawk is pretty unlikely. Fingers crossed for Smoker and Tashigi!

I'm assuming both Chopper and the giants are brick-built. That leaves us with only two sets I might possibly be interested in that also fit my budget, and that's before we know anything about builds, minifigs, and so on. At this rate I might never own a One Piece set (despite my love of the show I skipped the first wave entirely) and frankly that's okay with me.

The new trailer shows that even more members of Baroque Works than expected will appear in S2, with more already confirmed for S3. I wonder how many of them will make it into the upcoming sets! The Unluckies probably stand next to no chance, as much as I’d like to have them

I think we all mostly assumed Ms Sunday, Mr. 5, and Ms Valentine would be excluded, but it seems more like Ms. Sunday is the main antagonist, so hopefully a fig is included!

We ate good with figs in the last wave, so while I know we are going to have to get the straw hats again, I hope these sets are fig-heavy!

Very late to the party, but I recently finally watched the Netflix series after hemming and hawing for a while about whether it'd be more appropriate to start with the long-running manga or anime. Really impressed, gives me a new appreciation for the set and fig designs Lego came up with. Hoping they do just as good a job with Season 2.

The good thing about that is that you have to wait less for the follow-up  I also only watched it shortly after the LEGO rumours surfaced last year, and BOY did the show surprise me! The anime adaption curse is fully broken (though I‘d say Alita already broke it before that)! Can‘t wait for S2  The only thing that worries me is the show‘s longevity, considering Netflix‘s tendencies to cancel shows that don‘t match their lofty expectations. I hope they get to Marineford at least!

As for LEGO, I‘m really excited for the upcoming sets! OP was my favourite theme last year and I fully expect it to win the crown this year again  If the sets do well and the show gets a new season every 1.5 to 2 years, I can see the theme lasting as long as the show does. There‘s enough material to provide the basis for sets in years without a new season, after all ^^

Having watched the show now it's a little bit of a shame what didn't make it to sets. I get why they chose the sets they did (it's a nice range of subject matter and price points and nails a ton of the most important scenes), but I can't help but wish some of the gorgeous live-action set design like Alvida's ship the Miss Love Duck, Kaya's mansion, Axe Hand Morgan's Marine outpost, or Garp's Marine ship didn't make it into any of the Lego sets. Obviously for a long-running series there's still time for some of that stuff to appear (having started the manga and read through the end of the arc Season 2 is based on, I hope maybe we get an Alvida minifigure since her design in the wanted poster looks great). But it doesn't look like they're doing sets based on any of the earlier episodes so unless certain subjects reappear in later chapters, we might not see them.

Of course, there's always MOCs. I'm very tempted to try MOCing the Miss Love Duck (how cool would a bright pink pirate ship be in Lego?), but sadly my MOCing skills are kind of atrophied and I haven't done anything as big as a pirate ship that I've been happy with in years (even less so with a detailed brick-built hull like this theme tends to favor). Apparently there's an artbook detailing the making of the first two seasons of the show coming out this summer, and I'm tempted to try to pick that up for more inspiration. This is all despite not even having any of the actual One Piece sets myself—I love the designs but I'm not sure there's room in my budget for another licensed theme right now.

His ship will be the largest set this year!  Yeah, there's still plenty of stuff left from S1 that could be turned into sets, which is why I hope the theme will continue in parallel with the show. Years without a new season could see the release of previously uncovered material! By the looks of it, the S2 sets also won't be able to cover every arc.
