Is there any piece that has a “long stud” anywhere, with a cylinder the same radius as a stud that longer than 1 Lego unit?

Yes. The most basic such part is 24445, which is a combination of a minifigure "neck stud" and a 1x2 jumper plate, used for some Minecraft sets. But depending on what you need it for, any part with a minifigure neck stud could potentially work.
