It wasn't necessarily the 'most voted'. 

It was likely the most voted at the 3000 piece count level, but there may have been more voted castles at 4000 pieces, or 2000 pieces.They can't just release five castles though :P they need to balance a few themes and this is what they figured worked alongside the other models.

From the same source, Yes it's the first time, but in series 7, W.A.L.T (smallest set, with 17516 units sold) ended just above Antique Collection (15327 units sold).
