Hi all, I was considering buying a technic set with Control+, but my phone is too old for the app. Does anyone know if the 88010 Remote Control works with Control+?

It only works through the Powered Up app, you can use it as an input in the free coding area. You can find more details here.

You can use an inexpensive Android tablet to run the Powered UP app as long as it has BLE and Android 5 or higher.   It is easier to program in the Powered UP app with the larger screen too.
