Please:
- Specify the tool you are using (LDD. LDCad, MLCad, ecc...) and its version.
- Edit the title of the topic adding the information.
- Specify the Design ID of the bricks you are trying to connect.
- Describe the way you are trying to connect the bricks and the way the problem occurs.
- maybe attach a file containing the digital model that shows the problem.

What parts are you talking about? Pics or IDs, please.

Also, what application are you using?

Lego Digital Designer and the design ids are 4121715 and 4278756 and i was dragging the middle ring piece to the connector peg but i can't connect the two pieces together

Lego Digital designer not allow you to do that connection

in real lie you can, but in LDD not..

anyway you can do a similar thing using a technic pin with stud

Or any axle.

You also can put the ring on a axle and then replace it with a pin. It won’t be connected but it will be correctly placed.

Because of collisions, if you use a pin with stud, you won’t be able to replace it with a full pin. If you use an axle / axle-pin, you need to leave a little room for the full pin’s middle flange.
