Privileges, like becoming a moderator, will be offered to you if the-powers-that-be think you would do a good job as one. How will this happen? Being a good member is a good start, but there is no fast track unless you have demonstrated your skills elsewhere. But to answer your question, at this stage there is no Bionicle moderator as the-powers-that-be have decided that none is needed. The closest at this stage would be JINZONINGEN 73. For free I will give some advice; Saying "Well?" as your first word seems rude to me. This is the third time you have asked a question like this, and each time you do it rudely. Not smart.

As to your question, I am not sure what you are asking. Have you seen the term "Bionicle mod" somewhere on this site?

I believe he was going though the member list and discovered that there is a group for Bioncle Mod (and City Mod) there with *sing* Shock Horror *sing* no members! Quick someone, promote ~VBBN~ and fill the void before it is too late!

Since the topic was answered (by Sinner: Jinzoningen was the Bionicle Mod before being promoted to Global mod), I'll close this to prevent a floor of "I want to be a mod"s :-|
