Opaque colors on clear water slide decals

I'm trying to find some info on this. I've heard it can be done, but I'm not having much luck finding details. I've tried searching for a variety of relevant things in the search bar...but nothing of substance is coming up. I think I heard of a German guy who can do this, but was hoping there might be an option(s) in the US to avoid the hassles of international shipping. I need to get light colors onto a darker torso, and I don't like the way stickers or printed paper look.

Thanks for any help regarding potential services, or even if there's a process I'm not considering.
